Quick recap

The meeting focused on discussing current challenges and updates in substance use disorder treatment services across Texas, particularly in the context of recent funding changes, regulatory compliance, and operational impacts. Participants shared experiences about weather-related disruptions, discussed the administration's proposed $700 million for services with a focus on faith-based programming, and addressed concerns about state funding allocations and potential budget cuts. Noelle reported that the state is experiencing difficulties with tracking the 25% fund movement allowance due to unpredictable client flows, though HHSC has temporarily paused plans to restrict this flexibility. Multiple providers, including Deirdre and Robert, described challenges with residential treatment capacity, noting decreased patient volumes and shifts in payer mix, particularly following the closure of detox facilities and changes in insurance coverage. The group also discussed recent regulatory inspections, with Robert and Brad sharing experiences about citations and compliance challenges, particularly around electronic health records access…

Quick recap

This meeting focused on identifying gaps and challenges in substance use disorder treatment services across Texas, as ASAP prepared their legislative agenda and provided input to the state on strategic planning. Participants discussed key barriers including the breakdown in transitions from residential to outpatient care, transportation issues, and the lack of integrated mental health services, particularly following the loss of COPS-D funding. The group explored challenges with telehealth implementation, particularly for state-funded providers, and discussed the difficulty in measuring and proving treatment outcomes that could demonstrate cost savings to legislators. Participants also highlighted the need for better coordination between treatment facilities and recovery support services, as well as the importance of addressing co-occurring mental health disorders, with many organizations reporting that 75% or more of their clients have mental health concerns.

What operational barriers affect care delivery: Our biggest barrier is the Medicaid billing process. The process is very time consuming and requires multiple phone calls, emails and coordination between billing clerk, counselors, and to Medicaid. Often times, Medicaid will deny claims due to admit dates verses pre-authorization dates, not receiving justification documentation but have proof of emailing required documents. Another recent issue that has come up is Medicaid saying they have paid for a claim but we have not received payment for the claim. Recently, we have issued 3 check traces that can take 30 to 45 days. Clients Medicaid Eligibility Verification on CMBHS does not reflect what private or Medicaid coverage they currently have, one month it may show no coverage and we bill HHSC and the next month it may show that they have Medicaid coverage pre dating our state funding date. Billing Clerk, Clinical Director, Director of Operations, and Counselors spend time every week to ensure we get paid for services provided. Chris Logan.
